Bhartiy railway jaisi seva koi ek baar dekhiye

अयोध्या(पूर्व फैज़ाबाद) से निकलते ही "एसी सेकेंड बोगी" में परिवार सहित "गोरखपुर से काजीपेट" जा रहे "शर्मा जी" के सीने में भयानक दर्द उठा..!!!


गाड़ी थी....15023 यशवंतपुर एक्सप्रेस


जो कि "गोरखपुर से लखनऊ" तक आने में रोज 2 से 3 घंटे लेट रहती ही है..!!


पहले तो "कोच कंडक्टर" ने मामले को संभालने की कोशिश की...लेकिन तबियत ज्यादा बिगड़ गयी तो रेलवे को सूचना दी गयी..!! 


चूंकि ट्रेन का अगला स्टॉपेज "लखनऊ" ही था और बीच रास्ते मे किसी बड़ी "मेडिकल इमरजेंसी" के लिए संसाधन न होने की वजह से रेलवे के आदेश पर "इतिहास" में पहली बार एक यात्री की जान बचाने के लिए किसी ट्रेन को मेडिकल इमरजेंसी में "ग्रीन कॉरिडोर" दिये जाने का फैसला किया गया..!!


सभी गाड़ियों को साइडलाइन करके "यशवंतपुर एक्सप्रेस" को एडवांस ग्रीन सिग्नल दिए गए..!!


गाड़ी को बिना स्लो किये, लखनऊ तक लगातार फुल स्पीड दी गयी...यशवंतपुर एक्सप्रेस अब "रेल-एम्बुलेंस" बन चुकी थी..!! 


मल्हौर स्टेशन पहुंचने तक गाड़ी अपने टाइम से 1:22 घंटे before हो गयी, ट्रेन के लखनऊ पहुंचने तक सभी अधिकारियों की निगाहें ट्रेन पर ही थीं..!!


और कल पहली बार ये ट्रेन लखनऊ स्टेशन पर 45 मिनट Before आकर खड़ी हो गयी..!!


जैसे ही ट्रेन स्टेशन पहुँची...शर्मा जी को आननफानन मंडल अस्पताल पहुंचाया गया..!!


रेलवे की सूझबूझ से एक यात्री की जान बच गयी....


रेलवे के अधिकारियों और सहयोगी कर्मचारियों को इस बेहतरीन Outstanding work के लिए हार्दिक बधाई..आप लोगों ने अपनी सूझ बूझ से एक व्यक्ति की जान बचा ली..!!


   मुझे गर्व है कि मैं एक रेल कर्मचारी हूँ।

Subject:- Availability of option for fixation of pay on MACPS from the date of next increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS(RP) Rules, 2016, regarding.


The undersigned is directed to refer to this Department’s OM No. 13/02/2017-Estt.(Pay-I) dated 27.07.2017 and its further clarification vide OM No. 13/02/2017-Estt.(Pay-1) dated 28.08.2018  on the issue of availability of option for fixation of pay on promotion from the date of next increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS(RP) Rules, 2016.

2. A number of references have been received from various quarter including Secretary, Staff Side as to whether the aforesaid OMs 13/02/2017-Estt.(Pay-I) dated 27.07.2017 and 28.08.2018 will be applicable in the case of MACP also or otherwise. The matter has been examined in consultation with D/o Expenditure and it has been decided that the aforesaid OMs dated 27.07.2017 and 28.08.2018 will be applicable in the cases of pay fixation after grant of MACP also.

Consumer Price Index for Industrial Workers (CPI-IW) — August, 2018
The All-India CPI-IW for August, 2018 remained stationary at 301 (three hundred and one). On 1-month percentage change, it remained static between July, 2018 and August, 2018 and it was also static between the corresponding months of previous year.
The maximum upward pressure to the change in current index came from Miscellaneous and Food groups contributing (+) 0.25 and (+) 0.07 percentage points respectively to the total change. At item level, Rice, Wheat, Wheat Atta, Groundnut Oil, Brinjal, Cabbage, Carrot, Parval, Mango (Ripe), Sugar, Cooking Gas, Petrol, Ornaments Glass, etc. are responsible for the increase in index. However, this increase was checked by Fish Fresh, Poultry (Chicken), Eggs (Hen), Onion, French Beans, Methi, Peas, Radish, Tomato, Apple, Guava, etc., putting downward pressure on the index.


The year-an-year inflation based on CPI-IW remained stationary at 5.61 per cent for August, 2018 as compared to the previous month and 2.52 per cent during the corresponding month of the previous year. Similarly, the Food inflation also remained stationary at (-) 0.32 per cent during August as compared to 1.61 per cent during the corresponding month of the previous year.
At centre level Ranchi-Hatia and Bhavnagar reported the maximum increase of 5 points each followed by Kodarma (4 points). Among others, 3 points increase was observed d in 9 centres, 2 points in 7 centres and 1 point in 13 centres. On the contrary, Pune and Tripura recorded a maximum decrease of 3 points each. Among others, 2 points decrease was observed in 6 centres and 1 point in 15 centres. Rest of the 23 centres indices remained stationary.


The indices of 37 centres are above All-India Index and 41 centres’ indices are below national average.
The next issue of CPI-IW for the month of September, 2018 will be released on Wednesday, 31st October, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

Sub: Grant of ‘Additional Post Allowance (APA)’ – abolition of existing Dual Charge Allowance being granted to officers in Indian Railways- decision of the Government on the recommendation of the Seventh Pay Commission (7th CPC).



Ref:- Board’s letters No.F(E)Spl./2016/FR/1/1 dated 16.01.2017 and No. F(E)Spl./2009 /FR/1/3 (Part-2) dated 06.03.2018.
Recommendations had been given by Seventh Central Pay Commission (7th CPC) in its report for abolition of Dual Charge Allowance (DCA) and covering the same under a new Additional Post Allowance.
2. This recommendation was under consideration of “Committee on Allowances” and Ministry of Finance vide their Resolution dated 06.7.2017 had accepted the recommendation of “Committee on Allowances” regarding abolition of DCA and replacing the same with Additional Post Allowance (APA).
 
3. Formulation of detailed guidelines regarding modalities for grant of APA was under consideration of the Nodal Department viz. Department of Personnel and Training (DoP&T).
4. After detailed deliberations with this Ministry, guidelines have now been issued by Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training (DoP&T) vide their OM No.2/13/2017-Estt. (Pay.11) dated 08.08.2018 for newly proposed Additional Post Allowance (APA).
5. The above mentioned OM of Department of Personnel & Training (DoP&T) relating to grant of Additional Post Allowance (APA) will apply mutatis-mutandis to Railway employees also. These provisions of APA shall be effective from 01.07.2017.


6. Advance Correction slip to the chapter XI of the Indian Railway Establishment Manual, Voll Revised Edition, 1989 will follow.

Sub: Induction of Trackmen into other departments.
Para 179 (XV) of IREM Vol. I (Revised Edition-1989) provides for induction/transfer of Trackmen to Mechanical Engineering and Transportation (Power) Department, Traffic & Commercial Department and to the Works side of
Engineering Department against 10% quota.
2. It is seen that the Railways have been experiencing difficulty in implementation of these instructions due to reliever(s) not being readily available in the Engineering Department. This has been considered by the Board. In order to ensure viable· implementation of these instructions, it has been decided that henceforth 10% of the proposed intake for recruitment in Level-l (erstwhile Group ‘D’) of all those departments where there is provision of induction of Trackmen against 10% quota, will be clubbed to recruit equivalent number of Trackmen in addition to the intake of Trackmen decided for the Engineering Department.
3 . Trackmen in Engineering Department should be laterally transferred to those departments whose 10% vacancies have been clubbed and utilized for recruitment of Trackmen. Other departments will be allowed to induct fresh personnel for the residual 90% of vacancies and also to meet their requirement through fresh personnel to the extent of deficiency not met through lateral transfer.
4. Terms and conditions of transfer of Trackmen to the ·above departments against this 10% quota as contained in Para 179 (XV) of IREM Vol. I (Revised Edition- 1989) remain unaltered with the reduced age limit of 38 years (reduced -vide Board’s letter No. E(NG)I-99/CFP/23(VOl.II) dated 14.11.2013).
5. Applications for lateral transfer of Trackmen to other departments,. should be called for department wise and applicants shortlisted on basis of seniority based on the length of service. Separate applications should be submitted for each such notification. The complete list of applicants should be displayed and also placed on the web page of the division. It is reiterated that for transfer to other departments, a Trackman/Gangman should be suitable in all respects . including possessing physical standards prescribed for recruitment to that Department/Workshop.
